1️. Introduction to Environmental Licensing Concepts and Legal Framework

• Environmental Approval as a prerequisite for business licensing under GR 28/2025
• Regulatory development from Law No. 32 of 2009 to amendments of GR 22/2021 under GR 28/2025
• Classification of risk-based activities and environmental documents: Amdal, UKL-UPL, and SPPL
• Substantial regulatory changes, including process simplification, removal of technical teams in certain cases, and document revision flexibility

2️. Integration of OSS RBA and Amdalnet & Case Studies
